Identifying Effective Support for High-Risk Actors: Meet the Speakers of the Bridging the Gap Event

How do we effectively identify cyber risks faced by those on the frontlines—journalists, human rights defenders, and civil society organizations? This question will take centre stage in the discussion panel on Identifying Effective Support for High-Risk Actors moderated by Chris Gibson from FIRST. Bringing together leading experts from cybersecurity, academia, and human rights advocacy, this panel will discuss our understanding of the regions and actors facing the greatest cyber threats, what threat intelligence and data sharing mechanisms are in place to improve their protection, and what concrete steps can be taken to enhance coordination and information exchange in defence of high-risk actors.

Meet our Speakers 

Moderator: Chris Gibson

Chris brings a wealth of relevant and up-to-date experience in setting up and managing CERTs at the very highest levels of the worldwide Information and Cyber Security community. Within FIRST he implemented the Fellowship program. This was created to fund CERTs from UN-designated “Least Developed Countries” (LDCs) allowing them both to join FIRST and attend conferences and training. Chris’ experience has allowed him to work with colleagues from both inside some of the world’s largest global financial institutions with the complexities that brings and also with colleagues from the incident response community, with members ranging from Microsoft and Oracle through to the national CERTs of Azerbaijan and Indonesia.

Jaya Baloo

Jaya Baloo is COO at Stealth Startup. She has been working in the field of information security with a focus on secure network architecture for over 20 years. She is the former CSO of Rapid7, CISO at Avast, and prior to that was CISO at KPN, the largest telecommunications carrier in the Netherlands. Jaya is recognized as a top 100 global CISO and ranks among the top 100 security influencers worldwide. In 2019, she was selected as one of the 50 most inspiring women in the Netherlands by Inspiring Fifty. In 2022 she received an honorary doctorate from the University of Twente for her contributions to the field of Cybersecurity.

Tod Eberle

Tod Eberle is Director of Alliance at the Shadowserver Foundation. Prior to that, he was Assistant United States Attorney for the Western District of Pennsylvania where he has served as Chief of the National Security and Cyber Section. Tod has been a prosecutor for more than 23 years, having first served as an Assistant District Attorney for several years before joining the U.S. Attorney’s Office in 2004.

Ciaran Martin

Ciaran Martin is Professor of Practice in the Management of Public Organisations. Prior to joining the School, Ciaran was the founding Chief Executive of the National Cyber Security Centre, part of GCHQ. Ciaran led a fundamental shift in the UK’s approach to cyber security in the second half of the last decade. He successfully advocated for a wholesale change of approach towards a more interventionist posture and this was adopted by the Government in the 2015 National Security Strategy, leading to the creation of the NCSC in 2016 under his leadership. Following a 23-year career in the UK civil service, and various senior roles within the Cabinet Office, Ciaran knows the importance of fair, impartial, well run public services that work for all and are trusted. 

Natalia Krapiva

As Senior Tech-Legal Counsel at AccessNow, Natalia works to prevent and mitigate legal risks to the Digital Security Helpline and its beneficiaries. She also leads Access Now’s efforts to strategically engage courts and legal processes to uphold digital rights. Prior to Access Now, Natalia worked as a prosecutor at Brooklyn District Attorney’s Office.
