Statement of Support for the Common Good Cyber Fund

The Common Good Cyber Fund is an initiative launched in response to calls from the global cybersecurity and civil society community for sustaining nonprofit organizations that perform critical cybersecurity functions. These calls were first elevated at the Canadian Embassy in Washington, D.C. in July 2023 and later reinforced by The Hague Beyond125 campaign and its letter signed by NGO leaders across sectors urging for greater investment in civil society cybersecurity. 

This shared understanding has now been echoed at the highest levels of international leadership. In a Joint Statement on June 15, 2025, the Prime Ministers of Canada and the United Kingdom committed to jointly invest in the Common Good Cyber Fund. Days later, in the G7 leaders’ Statement on Transnational Repression, the G7 members announced that they would support initiatives like the Canada-UK Common Good Cyber Fund to aid members of civil society who are actively working to counter the threat of transnational repression. These endorsements reflect the recognition that digital threats do not respect borders and that international coordination is vital to ensure that vulnerable communities and essential nonprofit infrastructure are protected.

We, the undersigned organizations, affirm our commitment to advancing the digital security and resilience of Internet users around the world, especially those operating in high-risk and underserved environments such as NGOs, civil society actors, human rights defenders, independent media, and activists.

We recognize that the protection of Internet users, including high-risk actors, increasingly depends on accessible and secure digital infrastructure and services maintained by nonprofit organizations and that, despite their critical nature, these services remain chronically underfunded. 

As advocates of the Common Good Cyber Fund, we pledge our non-financial support to strengthen the global cybersecurity ecosystem through efforts such as:

  • Sharing relevant intelligence and volunteering technical expertise with nonprofits sustaining cybersecurity infrastructure and delivering direct assistance to high-risk actors;
  • Establishing or supporting local cybersecurity hubs and programs that help secure and accelerate deployment of solutions to high-risk actors;
  • Facilitating introductions to regional, national, or local entities that can enable stronger protection and faster response for civil society actors;
  • Offering strategic communications support to raise the visibility and credibility of nonprofit cybersecurity organizations;
  • Making secure-by-design infrastructure, services, or facilities available to the nonprofit sector.

Through these efforts, we aim to help build a more inclusive, responsive, and secure digital environment — one where civil society can operate freely, safely, and effectively.

The purpose of the Common Good Cyber Fund is to promote and support the development and maintenance of scalable critical cybersecurity infrastructure and solutions and to protect Internet users from digital harm. We proudly support the goals of the Common Good Cyber Fund and stand alongside its mission to advance digital safety for the public good.
